Which license setup for 1 hypervisor 2 VMs

Hi there,

In a research institute with 18 clients and an IBM server, we have the free Hyper-V server running natively and two VMs, one Debian server (small footprint, serving mainly an internal wiki) and a Windows Server 2016 Essentials, serving as (the only) Domain Controller, file-server and WSUS.

I now want to change this setup to have WSUS running on a separate virtual server, because it is causing me headaches every couple of years.

The institute has limited budget, so my favorite (least effort) option might not be possible, which is to buy a 2019 standard license for the new virtual server.

But since installing WSUS on the free hyper-v server is not possible and neither is running two essentials server in the same domain, buying a standard license really is the only option we have, true?

The only way to save some bucks would be to buy a second hand 2016 standard license, or to sell our 2016 essentials license after having bought the 2019 standard and installed it natively on the IBM sever as Hypervisor plus virtually on the two VMs, which should now be possible with the 2019 standard license as I have heard...

When I finally have that Standard 16 or 19 server up and running, is there any objections to also setting it up as a backup DC to the Essentials server?
